Dave has been in public sector procurement for over 20 years. He is passionate about promoting the role of procurement in the public sector and has transformed procurement functions and developed award winning teams. He is a Fellow of CIPS.

A collaborative approach to tackling the shortage of temporary accommodation in North-East London. WREN Housing Solutions is a collaboration of councils and suppliers working closely together towards a better solution for housing homeless families in and around London.
PSProcure developed an innovative Dynamic Purchasing System to enable better sourcing and promote collaboration in managing this difficult market.
Launched in Autumn 2015, WREN has already helped a large number of families, delivered a better process for the member councils, and allowed dozens of local suppliers an easy way to supply properties to multiple authorities. This project was shortlisted for the GO Award for best collaborative project in 2016/17.
Shared service development
The first true shared procurement service in local government in London between two neighbouring boroughs.
By working closely with commissioners to help redesign services based on market intelligence, the joint procurement services has delivered savings on numerous major projects across all spend categories.
The project was awarded the 2013/14 team of the Year Award at the Government Opportunities’ Excellence in Procurement Awards. This expertise has been built on with the creation of another shared procurement service recently.
The team have developed and implemented procurement strategies, governance procedures and systems for other local authorities.
The impact has been to improve compliance, procurement practice and delivered savings on major contracts. In addition the team have designed and delivered training on various procurement topics to a range of stakeholders.
